RAM launches Public Policy Design, Implementation Programme

Muscat: Royal Academy of Management (RAM) has launched the Public Policy Design and Implementation Programme with King's College London. In alignment with Oman Vision 2040, the programme is designed to enhance participants’ ability to navigate complex policy environments, address emerging challenges, and drive institutional excellence. It equips them to develop effective public policies and translate national priorities into executable initiatives, delivering sustainable impact across organisations and society at large.

Dr. Fathiya Abdullah Al Rashdi, RAM’s Vice President for Programme Affairs, said, "The Public Policy Design and Implementation Programme reflects our commitment to preparing public sector leaders to respond effectively to an increasingly dynamic and complex operating environment. Participants will gain the strategic insights, analytical capabilities, and practical tools required to design and implement evidence-based policies and translate national strategies into actions that deliver a real-world impact."

She added that RAM continues to offer bespoke, high-impact leadership programmes that respond to national priorities and contribute to building a more agile, innovative, and future-ready public sector positioned to deliver long-term value for Oman.

The programme adopts an integrated learning approach that combines academic rigour with practical application, enabling participants to develop a comprehensive understanding of the public policy cycle, from policy diagnosis and design to implementation, evaluation, and impact assessment.

Dr. Ahmed Al Lawati, Programme Supervisor, said, "The programme has been designed to bridge theory and practice, enabling participants to explore contemporary policy challenges while strengthening their ability to make informed decisions based on data, evidence, and future-oriented thinking. Through case studies, practical workshops, field visits, and applied projects, participants will engage directly with real-world policy issues and develop solutions that can create meaningful value to society at large."

The four-month programme brings together 30 participants from across Oman’s public sector, including department directors and section heads from ministries and government institutions, with at least ten years of professional experience and currently holding supervisory leadership positions.

Participants will be equipped with the capabilities and skills required to transform strategic priorities into effective public policies, assess factors influencing successful implementation, measure policy outcomes, and strengthen engagement with stakeholders and society. The programme also aims to enhance participants’ ability to communicate policy decisions more effectively, contributing to stronger governance, improved public services, and sustainable national development.

The curriculum comprises a range of specialised learning modules, including Policy Design for the Present, Policy Design for the Future, and Public Policy in Action, alongside dedicated workshops on Society and Artificial Intelligence and Leadership. Participants will also undertake applied policy projects and engage in an immersive international learning experience at King's College London, providing exposure to global best practices and contemporary approaches to public policy design and implementation.

With initiatives such as the Public Policy Design and Implementation Programme, RAM continues to advance its mission of developing a generation of leaders capable of shaping resilient institutions, fostering innovation, and delivering meaningful impact, in line with the long-term development objectives as set out in Oman Vision 2040.
